DUTIES:  Work includes physicial assessments, diagnosis, treatment and counseling in the clinical areas.  Primary emphasis is on health promotion and disease prevention; secondary emphasis is on primary medical care.  A public health staff team member in providing services to patients/groups within the health department and community.  Priority clinics include Family Planning, Child Health, Maternal Health, Adult Health/Primary Care, and STD clinics.

EXAMPLE:

Perform physical assessments in clinical areas.

Diagnose and treat illness with a collaborating Medical Director

Counsel individuals regarding findings and make appropriate referrals

Record information accurately on patient records

Perform patient education and counseling

Work as a team member with offsite Medical Directors, public health nurses and other health department staff

Teach individuals and groups health topics.



Public Health Nurse II

DUTIES:   This is an intermediate level of professional nursing work in providing preventive care to individuals and families in a public health program.  Responsibilities include Child Services Coordination, Home Visitation, Quality Improvement, and work within the clinics.  Must be able to deal tactfully with others and to exercise judgment in appraising situations and making decisions; ability to secure the cooperation of clients, ability to record services rendered accurately and to interpret and explain records, reports, and medical instruction.

The SW IAT (CPS) position is located in the Children Services Unit and is responsible for the investigation/treatment of child abuse and neglect complaints and cases.  The Children Services Unit within the Montgomery County Department of Social Services is responsible for carriyng out a range of statutorily mandated services for children and their familes including Child Protective Services.  May provide assistance and perform related duties as required with Forster Care and Adoption Programs.

DUTIES:  Work in this class involves providing professional social work services to clients in a variety of settings involving evaluating the client's situation and his/her plan of action and/or treatment plan and follow-up.  May involve work with serious and complicated cases, which require the use of a wide range of social work skills in areas such as protective services.  Work may involve the intake and investigation of alleged child neglect or abuse and the provision of treatment services; in-depth assessment of family dynamics and needs; assessment and treatment of clients, patients, and/or families with acute to severe medical and/or emotional disorders and mental illnesses.  Employees work in settings which range from clinics, hospitals, courts or offices, but requires considerable community field work, which may involve visits in client's home or contacts in schools, institutions, or correctional facilities.  Includes contracts with clients and/or family members who may be hostile, resistant, and violent.  Work includes additional after hour's casework as required.

Provides direction, leadership and general oversight to the County’s Utility Department. Facilitates the development of strategy and policy in collaboration with the County Manager’s office and other County departments. Must have knowledge and experience of operating a surface water treatment plant and distribution system. Performs  complex professional and difficult administrative work overseeing the water supply, treatment and distribution, sewer collection and pumping, and related operations of the County including but not limited to planning, organizing, direction the installation, maintenance and repair of all water and sewer lines and pumping facility, water treatment, utility billing, oversight of all solid waste convenient center sites  and related work as required. Work is performed under the direct supervision of the County Manager.

This position serves as the administrative head of the County Health Department under the Board of Health supervision.  Oversees department of more than 38 employees with a budget of more than $2.2 million.  Consults with program managers and/or supervising staff concerning program goals and operations.  Enforces the rules of the Board of Health and exercises authorities outlined in GS130A-41.  Evaluates program/service activities to ensure compliance with goals objectives, program standards, and quality assurance.  Responsible for administration of all programs, including primary care, maternal health, child health, family planning, communicable disease control, immunizations, primary care, WIC program, jail health and environmental health.  Prepares and monitors agency budgets and negotiates contracts with service providers; supervises hiring of Health Department employees.  Collaborates with other community agencies to benefit residents of Montgomery County.  The successfull applicant is required to have excellent communication skills, positive interpersonal skills, understanding of principles and practice of public health, supervision and personnel management, budget and fiscal accountability.  Must be a Montgomery County resident or relocate within six months of employment.
